Rep. Birmingham was appointed as a member of the State Shellfish Commission, the Boston Globe reported Aug. 2, 1928 (p. 5).
The commission’s task was to study shellfish conditions along the Massachusetts coast from Newburyport to Cape Cod. The commission was appointed by the House Speaker and had a budget of $10,000 to carry out the study.
